The court of the Chief Commissioner for Persons with Disabilities (CCPD) has issued a notice to the producers of the Hindi film Aankh Micholi and the Central Board of Film Certification (CBFC) regarding the content that mocks various types of disabilities. Disability rights groups have expressed concerns about the film’s narrative.
CCPD sends a notice to film makers and CBFC
The notice, dated November 11, 2023, was sent by deputy chief commissioner (disabilities), PP Ambashta to the directors of Merry Go Round Studios and Culver Max Entertainment Pvt Ltd, the companies involved in the production of the film. The notice also sought a reply from the CEO of CBFC and the secretary of information and broadcasting ministry.
The CCPD has stated that the film, which was released on November 4, 2023, makes fun of disabilities specified under the Rights of Persons with Disabilities Act, 2016, such as speech and language disability, hearing impairment, visual impairment and intellectual disability. The notice cited the law that prohibits discrimination and humiliation of persons with disabilities in any place within public view.
The CCPD has asked the filmmakers and the approving authorities to inquire into the matter and forward their comments along with remedial action taken within 10 days of receipt of the notice. It has also warned that non-compliance with the notice is a punishable offence under the RPwD Act.
Aankh Micholi is a comedy film directed by Umesh Shukla and starring Abhimanyu Dassani, Mrunal Thakur, Paresh Rawal, Sharman Joshi and others. The film revolves around a family of misfits who pretend to be blind, deaf, mute and mentally challenged to escape from their troubles. The notice comes after disability rights groups raised concerns over the narrative of the comedy film, for portraying disabilities in a derogatory and insensitive manner.
